Changing the Night Time only Lights
Here you can make your Neon's come on all the time. Or just at night time. Its simple. See the highlighted area below. It says "flags 4". So the 4 means the lights will only come on when the game is in Night time. If you change this number to a 0, or delete the whole line then your lights will be lit up constantly, day or night. And If you put a 1 there, then when you hit the brakes the lights will come on.
Don't forget, you will need to do this to every light in the Config file that pertains to the Neon lights on a single part. That way all the lights will come on at night or come on all the time. Of course you can play with it to make half and half or whatever. Use your imagination.
Something to think about: I believe you can actually have Night neon's and Neon's that will come on when you brake. That way during the day, you can see them if you hit the brakes. The flag would look like this (without quotes): "flag 1 4". Just put a space between numbers.
